Vidar Hegelson, secretary-general of International IDEA, appears before the committee to discuss his organization’s role in supporting democracy and human rights around the world. Mr. Hegelson is questioned by committee members Hugh Segal (the chair of the committee), Percy Downe (Liberal), Eymard Corbin (Liberal), Raynell Andreychuk (Conservative), and Janis Johnson (Conservative).
