Conservative MPs Russ Hiebert and Joe Preston testified before the committee as part of its study on the proposed establishment of a charter of the Commonwealth. Mr. Hiebert is the chair, and Mr. Preston a member, of the Commonwealth Parliamentary Association, and they discussed the benefits of the charter. During the second part of the meeting, Richard Bourne of the University of London and Nick Hare, former commonwealth deputy secretary (development cooperation) for the Commonwealth Secretariat, provided suggestions to improve the current draft. Arthur Donahoe, former secretary general of the Commonwealth Parliamentary Association, spoke in favour of the existing draft.
