National Security and Defence Ian McPhail, interim chair of the Commission for Public Complaints against the RCMP, discusses the findings of the commission's investigation into workplace harassment in the national police force. The commission launched its study in November 2011 after several female RCMP officers came forward with allegations of systemic sexual harassment. The investigation looked into how complaints were handled, not whether harassment took place. It found that bullying was the overwhelming problem in the RCMP. Only 4 per cent of investigated complaints dealt with sexual harassment.
