Legal and Constitutional Affairs

Senators discuss two pieces of legislation during the meeting. They first conduct clause-by-clause review of Bill C-37, which will amend the Criminal Code to change the rules concerning victim surcharges.

Committee members then continue their consideration of Bill C-309. The Conservative private member's bill seeks to ban protestors from wearing a mask or disguise while participating in a riot or unlawful assembly. The bill was inspired by the Stanley Cup riot in Vancouver in June 2011 and the G20 riot in Toronto in June 2010.

Michael Spratt from the Criminal Lawyers' Association and Ryan Clements with the Canadian Council of Criminal Defence Lawyers outline their organizations' concerns with Bill C-309 in its current form.

Senators hear from two retailers who were impacted by the Vancouver riot. Tony Hunt of London Drugs Limited and Lincoln Merraro from the Cadillac Fairview Corporation Limited testify via videoconference about their support of the legislation.
