Transport and Communications Senators begin their study of Bill C-52 by hearing from Transport Minister Denis Lebel. The proposed legislation aims to strengthen the rail freight service by giving shipping companies the right to a service agreement with railways. It will also create an arbitration process to establish an agreement when commercial negotiations fail. UPDATE: Bill C-52 received royal assent on June 26.
