Transport and Communications Robert Ballantyne of the Coalition of Rail Shippers / Canadian Industrial Transportation Association discusses Bill C-52. The proposed legislation aims to strengthen the rail freight service by giving shipping companies the right to a service agreement with railways. It will also create an arbitration process to establish an agreement when commercial negotiations fail. Following the witness’ testimony, senators conduct their clause-by-clause consideration of the bill. UPDATE: Bill C-52 received royal assent on June 26.
