Committee members begin their examination of the subject matter of certain elements of C-4, the budget implementation bill. The committee is one of six Senate committees that have been separately authorized to examine particular elements of the bill. Patricia Mortimer, executive vice-president of the National Research Council Canada, discusses Division 10 of Part 3. This measure amends the National Research Council Act to reduce the number of members of the NRC, as well as creating the position of chairperson of the Council. Senators then hear from witnesses on Division 11 of Part 3, which amends the Veterans Review and Appeal Board Act to reduce the permanent number of members of the Board. Gordon Moore and Andrea Siew, both representing the Royal Canadian Legion Dominion Command, Guy Parent, the federal veterans ombudsman, and Harold Leduc, a former member of the Veterans Review and Appeal Board, share their views about the proposal.
