The committee hears from three panels on C-4, the budget implementation bill.

Veterans Review and Appeal Board representatives John D. Larlee and Dale Sharkey discuss Division 11 of Part 3. This measure amends the Veterans Review and Appeal Board Act to reduce the permanent number of members of the Board.

Senators then turn their attention to proposed changes to the Canada Labour Code. Division 5 of Part 3 amends the definition of "danger", modifies the refusal to work process and removes all references to health and safety officers.

Ted Koskie, a lawyer with the firm Koskie-Helms, Barristers and Solicitors, and Kin Choi and Brenda Baxter, two senior officials with Employment and Social Development Canada, testify about this division. (November 27, 2013)

UPDATE: Bill C-4 received royal assent on December 12.
