Senators continue their pre-study of legislation that will transfer the decision-making and administration of land and resource management from the federal government to the N.W.T. John Pollard, the chief federal negotiator in the Mackenzie Valley Land and Water Board negotiations, speaks on his experience in amalgamating three smaller regional land and water boards. Daniel Pagowski, from the Department of Aboriginal Affairs and Northern Development Canada, is also present at the committee as legal counsel.
