The committee begins its pre-study of the government's Fair Elections Act with testimony from Pierre Poilievre, the minister of state for democratic reform. The controversial legislation has been met with widespread criticism. Among the measures in Bill C-23 are proposals to eliminate the practice of vouching for voters without proper identification, limit the public education outreach programs of the chief electoral officer, and move oversight of the elections commissioner from Elections Canada to the office of the director of public prosecutions. The Conservative government wants the legislation passed by the end of June to ensure the changes will be in place before the next federal election, which is scheduled to take place in the fall of 2015.
