Liberal Senator Wilfred P. Moore appears before the committee to discuss his support Bill S-204, an Act to amend the Financial Administration Act (borrowing of money) – that seeks to restrict the circumstances in which the Governor in Council may authorize the borrowing of money without legislative approval. Dan Calof and Marie-Josée Lambert from the Department of Finance Canada and Grahame Johnson from the Bank of Canada provide thorough analysis of the bill from their respective organizations’ perspectives.

Appearing as individuals, Lori Turnbull, an associate professor at Dalhousie University and Peter Devries, a consultant on fiscal affairs provide additional analysis of the bill during the second part of the meeting.
