In Committee from the Senate of Canada - Legal and Constitutional Affairs - April 30, 2014


The committee hears from witnesses on Bill C-23, the Fair Elections Act, and on the new amendments to the bill. In the first panel, Gail Lynch and Brigitte Giesbrecht, returning officers for Elections Canada, speak on the possible challenges voting poll officers might face if the proposed electoral changes become law.

Forming the second panel are Professor André Blais, University of Montréal, and Professor Emeritus David E. Smith, University of Saskatchewan. The professors discuss the need to encourage voter turnout to ensure the protection of civic rights and to ensure the legitimacy of the election results. (April 30, 2014) UPDATE: Bill C-23 received royal assent on June 19.
