University professors participate in the pre-study of Bill C-23, the Fair Elections Act, and on the new amendments to the bill. Université Laval’s Louis Massicotte briefs the committee on various historical cases of contentious electoral reform and speaks on the importance of consensus and public consultations. Also appearing at the committee is Carleton University’s Ian Lee who argues that there are no Canadians without any type of identification. (May 1, 2014) UPDATE: Bill C-23 received royal assent on June 19.
