Manitoba’s Justice Minister Andrew Swan highlights his province’s youth crime prevention programs for the committee’s study on Bill C-394, a bill which proposes to make gang recruitment a criminal offence. Also appearing at the committee are Rachel Gouin and Marlene Deboisbriand, the Boys and Girls Club of Canada, George VanMackelbergh, vice-president of the Winnipeg Police Association, and Stuart Auty, president of the Canadian Safe School Network, who speak on the importance of youth prevention programs and restorative justice. (May 14, 2014) UPDATE: Bill C-394 received royal assent on June 19.
