Manitoba’s Justice Minister Andrew Swan highlights his province’s youth crime prevention programs for the committee’s study on Bill C-394, a bill which proposes to make gang recruitment a criminal offence. Also appearing at the committee are Rachel Gouin and Marlene Deboisbriand, the Boys and Girls Club of Canada, George VanMackelbergh, vice-president of the Winnipeg Police Association, and Stuart Auty, president of the Canadian Safe School Network, who speak on the importance of youth prevention programs and restorative justice.
