Conservative MP Parm Gill returns to the committee to answer more questions on his bill (Bill C-394) proposing to make gang recruitment, especially the recruitment of youth, a criminal offence. Also appearing at the committee is Nadia Liva (Canadian Council of Criminal defence Lawyers) who argues that the bill lacks clarity, while Bernard Lerhe (president of the Fraternité des policies et policières de la Ville de Québec) and François Collin (captain of the Service de police de la Ville de Québec) say the bill will help because it will decrease the burden of proof that the police must present to the courts.
