Robert Wells, the former commissioner of the Offshore Helicopter Safety Inquiry, testifies as part of the committee's study of Bill C-5, the Offshore Health and Safety Act. The Inquiry was established by the Canada-Newfoundland and Labrador Offshore Petroleum Board to improve the safety regime for offshore workers following a deadly helicopter crash in the province in 2009, in which 17 people were killed. The committee conducts its clause-by-clause review of the bill after hearing from the witness. (June 10, 2014)
UPDATE: Bill C-5 received royal assent on June 19.
