The committee discusses proposed amendments to the Aeronautics Act as part of its pre-study hearings on the budget bill. C-43 would give the transport minister new regulatory authority related to the development, expansion or change in operation of an aerodrome. The Act defines an aerodrome as any area of land, water, ice or other supporting surface used in whole or in part for the arrival, departure, movement or servicing of aircraft. Daniel-Robert Gooch, president of the Canadian Airports Council, Kevin Psutka, president and CEO of the Canadian Owners and Pilots Association, and Kathy Lubitz, president of the Ultralight Pilots Association of Canada, outline their concerns with the proposed changes.
