Don Head, commissioner of Correctional Service Canada, and Harvey Cenaiko, chairperson of the Parole Board of Canada, offer their perspectives on the proposal to transfer the authority for rehabilitative escorted temporary absences for inmates serving a life sentence from federal prison wardens to the Parole Board of Canada. Wardens would retain the authority to grant ETAs for medical emergencies. Also appearing are Angela Connidis, a director general in the Corrections and Criminal Justice Directorate at Public Safety Canada; Heidi Illingworth, executive director of the Canadian Resource Centre for Victims of Crime; Mike McCormack, president of the Toronto Police Association; and Kevin Grabowsky, national president of the Union of Canadian Correctional Officers. Senators conduct the clause-by-clause consideration of Bill C-483 after hearing from the witnesses. (December 4, 2014)
