Conservative MP Blaine Calkins discusses his bill (C-525) that would require a majority secret ballot vote for the certification or decertification of bargaining units for federally- regulated public service unions. The secret ballot vote would replace the card check system. The bill was originally introduced in the House of Commons in 2013 and was reinstated at the start of this parliamentary session. The following witnesses offer their perspectives on the proposed legislation: John P.
