The committee concludes its clause-by-clause consideration of Bill C-525. Conservative MP Blaine Calkins' private member's bill would require a majority secret ballot vote for the certification or decertification of bargaining units for federally- regulated public service unions. The secret ballot would replace the card check system. The bill was originally introduced in the House of Commons in 2013 and was reinstated at the start of this parliamentary session. Catherine Ebbs, chair of the Public Service Labour Relations and Employment Board, and Sylvie Guilbert, executive director and general counsel for the Board, provides answers to the senators' remaining questions.
