Senators hold their second hearing on Bill S-208, An Act to establish the Canadian Commission on Mental Health and Justice. Don Head (commissioner of Correctional Service Canada), Howard Sapers (federal correctional investigator), Ivan Zinger (executive director and general counsel of the Office of the Correctional Investigator); Kim Pate (executive director of the Canadian Association of Elizabeth Fry Societies); and Catherine Latimer (executive director of the John Howard Society of Canada) testify. They discuss issues such as the mental health needs of offenders, the prevalence of mental health disorders in the federal correctional system, and the need to recruit and retain more mental health care professionals in prisons.
