Bill C-32 would create at the federal level clear statutory rights to information, protection, participation in the trial and sentencing process, and restitution for victims of crime. Pamela Arnott and Carole Morency (two senior officials with Justice Canada), Don Head (commissioner of Correctional Service Canada), Richard Clair (executive director general of the Parole Board of Canada), and Kathy Thompson (an assistant deputy minister at Public Safety Canada) also testify.
