The committee discusses the Employment Insurance measures in the budget implementation bill (C-15). Michael Mendelson (senior scholar, Caledon Institute of Social Policy) and Trevor Tombe (assistant professor of economics, University of Calgary, as an individual) comment on the measure to provide extra weeks of benefits for certain claimants in certain regions affected by the downturn in commodity prices. Annette Ryan, a director general at Employment and Social Development Canada, provides details on the three E.I. measures. The two other measures would eliminate the category of claimants who are new entrants and re-entrants, and would reduce from two weeks to one week the length of the waiting period during which claimants are not entitled to benefits. Judith Andrew, commissioner for employers, Canada Employment Insurance Commission, also testifies. (May 19, 2016)
