Senators discuss two private member's bills during their meeting. Committee members first discuss Bill S-1001, which would allow the La Capitale Financial Security Insurance Company (CFSIC) to apply to change from being a federally regulated insurance company to being a Quebec-regulated insurance company. CFSIC representatives Pierre Marc Bellavance (vice president, legal affairs and corporate secretary) and Julie Noël de Tilly (lawyer and corporate secretary coordinator) testify. Conservative Senator Vernon White then presents his bill (S-225) to add certain substances used in the production of fentanyl to the list of Class A regulated precursors. Jacqueline Gonçalves and Kirsten Mattison, officials from Health Canada's Controlled Substances Directorate also testify. The committee conducts clause-by-clause consideration of both bills during the meeting. (June 9, 2016)
