He discusses concerns with the shortage of bilingual superior court judges. Pascale Giguère, his office's senior counsel and manager of the legal affairs branch, also testifies. Senators then hear from the following lawyers who have all been involved in cases where unreasonable delays resulted in a stay of proceedings: John H.
