Senate Liberal Terry Mercer discusses his bill regarding speakership of the Senate. Bill S-213 amends the Constitution Act of 1867 to provide for the election of the Speaker and the Deputy Speaker of the Senate. It further amends the Act to provide for a voting procedure in the Senate similar to the one used in the House of Commons, where the elected Speaker of that House may not vote except when the votes on a question are equally divided. The bill also makes related amendments to the Parliament of Canada Act. (December 7, 2016)
