Federal Justice Minister Rob Nicholson defends the government’s bill (C-54) that proposes amendments to the mental disorder regime in the Criminal Code to deal with accused individuals found not criminally responsible or unfit to stand trial. The minister is the first witness that the committee hears from as it begins its review of the legislation.
