Aboriginal Affairs Minister Bernard Valcourt responds to questions about the government's First Nations Elections Act (C-9). The proposed legislation is a re-introduction of a similar bill (C-56) from the previous parliamentary session. Among the objectives of the bill is to extend the terms of office for chiefs and councils and to add penalties for defined offences and fraudulent activities. Chief Dean Vicaire and John G. Paul, who are both representing the Atlantic Policy Congress of First Nations Chiefs, as well as Grand Chief Ron Evans from the Norway House Cree Nation, and Chief Donovan Fontaine from the Sagkeeng First Nation, share their thoughts on the legislation during the second hour.
