Chief Electoral Officer Marc Mayrand expresses his strong concerns with the government's contentious Fair Elections Act (C-23). His concerns include the decision to eliminate both vouching and the use of the voter information card as proof of address and the creation of an exception for certain fundraising expenses. He also poposes several amendments to ensure the legislation’s stated purpose of protecting the fairness of federal elections will be met. (March 6, 2014)
