Richard Bilodeau and Ann Salvatore, two assistant deputy commissioners with the Competition Bureau, provide an overview of the bureau’s investigative powers and their authority to compel witnesses to testify. Canada’s chief electoral officer and elections commissioner have both recommended that a provision should be added to the bill to give the elections commissioner similar authority. Former Reform Party leader Preston Manning, who is testifying via videoconference, former auditor general Sheila Fraser and former Liberal MP Borys Wrzesnewskyj offer their critiques of certain measures during the second hour.
