The committee then hears from the second group of witnesses: Mark Romoff (Canadian Council for Public-Private Partnerships), Frank Swedlove (Canadian Life and Health Insurance Association Inc.),Stephen Beatty (KPMG), Robert Coulombe (Union of Quebec Municipalities), and Michael Shapcott (Wellesley Institute).
