The Conservative MP and former cabinet minister proposes to empower MPs by restoring local control over party nominations, strengthening caucus as a decision-making body and reinforcing the accountability of party leaders to caucus. His original Reform Act was introduced in December 2013. His amended bill was introduced in April of this year and passed second reading in the House of Commons in September. (October 30, 2014)
