The committee begins its study of the budget implementation act. The first panel on Bill C-59 is made up of the following witnesses: Allister Young and Maureen Donnelly (two tax professors from Brock University); Ron Bonnett (president, Canadian Federation of Agriculture); Angella MacEwen (senior economist, Canadian Labour Congress); David F. Podruzny (Canadian Manufacturing Council); Bruce MacDonald (president, Imagine Canada); and Jean-Denis Fréchette (parliamentary budget officer).

Senior government officials Trevor McGowan, Miodrag Jovanovic, Siobhan Hardy, Brad Recker, Marc-Yves Bertin, Margaret Hill, David Charter, Charles-Philippe Rochon, Mark Potter, Bayla Kolk, and Carl Trottier provide an overview of certain provisions during the second part of the meeing.
