The committee begins its pre-study of Bill S-3, which aims to eliminate sex-based inequities in Indian registration. The government bill is the response to the court decision in the Descheneaux case. The Superior Court of Quebec ruled in August 2015 that certain provisions in the Indian Act were unconstitutional and discriminated against Indian women by limiting their ability to pass on Indian status. MPs first hear from Indian Affairs and Northern Development officials Joëlle Montminy, Candice St-Aubin, Nathalie Nepton, and Effie Panousos, and Martin Reiher, general counsel for the Department of Justice. Lead plaintiff Stéphane Descheneaux, Rick O'Bomsawin, chief of the Abénakis Band Council of Odanak, and David Schulze, counsel for the plaintiffs and for several intervenors in the case, testify during the second part of the meeting.
