Conservative MP Michael Cooper discusses Bill S-217, known as Wynn's Law. The legislation seeks to close a loophole in the Criminal Code by making it mandatory for prosecutors to lead evidence of an accused’s criminal history at bail hearings. Cooper is the sponsor of the bill in the House. Conservative Senator Bob Runciman introduced the bill in response to the murder of RCMP Constable David Wynn in Alberta. In January 2015, Constable Wynn was shot and killed in the line of duty by a career criminal out on bail. The extensive criminal history of Constable Wynn’s killer was not disclosed at the bail application hearing, resulting in the killer being granted bail. (March 21, 2017)
