Witnesses: Fred Jones, Jim Bertram

Fred Jones (Canadian Airports Council) and Jim Bertram (Greater Toronto Airports Authority) testify under direct examination by Commission Counsel Brian Gover. Mr. Gover asks the witnesses a series of questions about civil aviation security in Canada, about organizations in Canada responsible for civil aviation security, and about the specific civil aviation security responsibilities of airport authorities in Canada. Mr. Jones discusses the role of airport authorities in administering the Restricted Area Identification Card (RAIC) program in conjunction with the Canadian Air Transport Security Authority (CATSA) and he describes various categories of airport. Mr. Gover asks Mr. Bertram about the existence of a “culture of security awareness” at Toronto Pearson International Airport.
