Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Régis Bonneau

Commission Counsel Louis Sévéno presents the results of a survey crafted by Commission Counsel and administered by the Royal Canadian Mounted Police (RCMP) to protectees under Canada’s witness protection program in order to gain insight into the program and the experience of participants in it. The Commission hears testimony from Régis Bonneau (coordinator of the RCMP’s “C” division witness protection program in the province of Quebec). Under direct examination by Commission Counsel Michel Dorval, Mr. Bonneau speaks about aspects of the witness protection program. Testimony focuses on including visitation rights for divorced or separated parents and common problems for participants in the program. Mr. Bonneau also speaks about the system for resolving conflicts with respect to the program and its participants. Jacques Shore (Counsel for the Air India Victims’ Families Association) cross-examines Mr. Bonneau, asking him about his views on the provision of legal counsel to potential participants in the witness protection program. Loretta Colton (Counsel for the Attorney General of Canada) cross-examines Mr. Bonneau.
