John MacBrayne (Metropolitan Police Service, London, United Kingdom) and Colin Gibbs (Crown Prosecution Service, UK) testify as a panel. Under direct examination by Commission Counsel Anil Kapoor, the witnesses speak about the relationship between intelligence and evidence and about the operation of policing structure with respect to counter-terrorism in the United Kingdom.
