Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witness: Giuliano Zaccardelli

Giuliano Zaccardelli (former Commissioner of the Royal Canadian Mounted Police (RCMP)) continues to testify under direct examination by Commission Counsel Mark J. Freiman. Mr. Freiman asks Mr. Zaccardelli about the relationship between the RCMP and the Canadian Security Intelligence Service (CSIS) following the creation of CSIS in 1984. Mr. Zaccardelli discusses his many concerns about tensions between CSIS and the RCMP. Norman Boxall (Counsel for the Air India Victims’ Families Association) proceeds to cross-examine Mr. Zaccardelli. Questions focus on Mr. Zaccardelli’s recommendations for improving the RCMP’s relationship with the families of the victims of tragedies similar to the bombing of Air India flight 182. Mr. Zaccardelli explicitly denies the allegation that the RCMP investigation was negatively affected by the fact of the victims’ being largely of Indian descent and by aircraft’s belonging to Air India. Barney Brucker (Counsel for the Attorney General of Canada) cross-examines Mr. Zaccardelli.
