Witness: Luc Portelance

Luc Portelance (Deputy Director of Operations at the Canadian Security Intelligence Service (CSIS)) testifies. Under direct examination by Commission Counsel Anil Kapoor, Mr. Portelance speaks about anti-terrorism and intelligence policymaking in Canada, the challenges faced by CSIS in fulfilling its mandate, and the sharing of information between CSIS and the Royal Canadian Mounted Police (RCMP). Norman Boxall (Counsel for the Air India Victims’ Families Association) cross-examines Mr. Portelance.
