Witness: Martin Rudner

Martin Rudner (Carleton University) continues to testify under direct examination by Commission Counsel Mark J. Freiman and Roger Bilodeau about intelligence, international terrorism, the concept of the “terrorist cycle,” and the most effective intelligence and law-enforcement responses at different stages of the terrorist cycle. Jacques Shore (Counsel for the Air India Victims’ Families Association) and Tracey McCann (Counsel for the Attorney General of Canada) cross-examine Mr. Rudner.
