Commission of Inquiry into the Investigation of the Bombing of Air India Flight 182

Witnesses: Bob Paulson, Mike McDonell

Bob Paulson (Office of Investigative Standards and Practices, National Security Criminal Investigations Branch, Royal Canadian Mounted Police (RCMP)) testifies. Under direct examination by Commission Counsel Anil Kapoor, Mr. Paulson describes a policy he developed for major case management. Raj Anand (Counsel for Lata Pada and other victims’ relatives) introduces an interim report on the progress of the Commission and makes brief remarks on it. Barney Brucker (Counsel for the Attorney General of Canada) raises concerns about the report. Mike McDonell (Assistant Commissioner, National Security and Organized Crime Investigations, RCMP) testifies under direct examination by Mr. Kapoor. Mr. McDonell speaks about Integrated National Security Enforcement Teams (INSETs) and National Security Criminal Investigative Sections (NSCISs), the relationship between these units, and their work in counter-terrorism efforts. Mr. Kapoor asks Mr. McDonnell to comment on the relationship between the RCMP and the Canadian Security Intelligence Service (CSIS) and other matters.
