Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

Witness: Karlheinz Schreiber

The Commission begins hearing testimony from Mr. Schreiber, the former chair of Bear Head Industries. Under examination by Lead Commission Counsel Richard Wolson, Mr. Schreiber is asked about his relationship with Mr. Mulroney beginning in the early 1980s, including Mr. Schreiber’s donations to Mr. Mulroney’s campaign for the leadership of the Progressive Conservative Party of Canada in 1983. He recalls numerous meetings with Mr. Mulroney, including a June 1993 meeting at Harrington Lake. Mr. Schreiber is questioned in detail about his lobbying for the Bear Head Project, a proposed manufacturing plant for military vehicles to be built on Cape Breton, Nova Scotia. There are also questions about lobbying conducted on Mr. Schreiber’s behalf by Fred Doucet and Frank Moores, about a September 1988 “understanding in principle” between the federal government and Bear Head Industries, about subsequent payments made by Thyssen Industries to International Aircraft Leasing, and about Mr. Schreiber’s dealings with employees of the Department of National Defence.
