Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

In light of a motion by Mr. Mulroney’s counsel, the Commissioner clarifies his ruling on standards for assessing the conduct of holders of public office. The Commissioner explains the potential role of the Standing Orders of the House of Commons and statutes such as the Parliament of Canada Act, the Financial Administration Act, the Income Tax Act, the Excise Tax Act, and the Criminal Code in informing his findings without leading to a determination of civil or criminal liability.
