Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

Witness: Fred Doucet

The Commission begins to hear testimony from Fred Doucet (a former senior adviser to Mr. Mulroney). Under examination by Lead Commission Counsel Richard Wolson, Mr. Doucet is asked about his relationship with Mr. Mulroney and about his own role in promoting the Bear Head Project, a proposed manufacturing plant for military vehicles to be built in Cape Breton, Nova Scotia. Mr. Doucet repeatedly claims not to remember his own advocacy of the Bear Head Project during his time as chair of the Canadian government’s Organizing Committee for Summits. He is asked about his lobbying for Bear Head after leaving the government in 1988, meetings with Lowell Murray, and payments from Mr. Schreiber following the signing, in September 1988, of an “understanding in principle” between the government and Bear Head. Mr. Doucet is also questioned on the subject of his participation in meetings between Mr. Schreiber and Mr. Mulroney.
