Inquiries on CPAC - The Oliphant Inquiry – April 27, 2009 (Part 2 of 2)
Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney
Witness: Fred Doucet
Lead Commission Counsel Richard Wolson continues examination of Fred Doucet (a former senior adviser to Mr. Mulroney). Mr. Wolson continues to question Mr. Doucet on the subject of his payment for work on the Bear Head Project, a proposed manufacturing plant for military vehicles to be built in Cape Breton, Nova Scotia. Mr. Doucet is asked about his role in arranging a series of meetings between Mr. Schreiber and Mr. Mulroney in 1993 and 1994, including a December 1994 meeting at the Pierre Hotel in New York City. Mr. Doucet is questioned in detail about his own presence at the December 1994 meeting, discussions between Mr. Schreiber and Mr. Mulroney concerning Mr. Mulroney’s international lobbying work for Bear Head and Thyssen Industries, and Mr. Schreiber’s cash payment to Mr. Mulroney. Following a discussion amongst counsel concerning the limits of the Commission’s mandate, Mr. Wolson asks Mr. Doucet about letters written to Mr. Schreiber between 1992 and 1994 concerning Airbus aircraft purchased by Air Canada. Mr. Doucet repeatedly tells an exasperated Mr. Wolson that he has no memory of having written the letters.
