Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney

Witness: Norman Spector

The Commission hears testimony from Norman Spector (Mr. Mulroney’s former chief of staff), with Commission Counsel Nancy Brooks conducting examination. Mr. Spector describes his attempts to secure the approval of the Bear Head Project, a proposed manufacturing plant for military vehicles to be located in Cape Breton, Nova Scotia, following instructions from Prime Minister Mulroney. Recalling a December 1990 briefing during which he advised the prime minister of expenses associated with the Bear Head Project, Mr. Spector explains his own mistaken belief that the prime minister had ordered the project’s cancellation. Donald Jordan (Counsel for Mr. Spector) conducts a brief cross-examination.
