Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney
Witness: Paul Tellier
Commission Counsel Giuseppe Battista continues examination of Paul Tellier (former Clerk of the Privy Council). Mr. Tellier offers a detailed description of serious concerns within the Privy Council Office and the Department of National Defence about the Bear Head Project, a proposed manufacturing plant for military vehicles to be built either in Cape Breton, Nova Scotia or in Montreal, Quebec. Mr. Tellier is asked about attempts to reach a consensus on the project among various ministers in Mr. Mulroney’s cabinet and the staff of the Prime Minister’s Office. He recalls complaints from Mr. Schreiber and Fred Doucet during a May 1991 meeting about the government’s lack of progress on the Bear Head Project. There are brief cross-examinations of Mr. Tellier by Jack Hughes (Counsel for Mr. Mulroney) and Richard Auger (Counsel for Mr. Schreiber).
