Commission of Inquiry into Certain Allegations Respecting Business and Financial Dealings Between Karlheinz Schreiber and the Right Honourable Brian Mulroney
The Commission hears from a panel of experts on ethics rules for holders of public office and on the handling of the prime minister’s correspondence. Participants include Kathleen Clark (Washington University School of Law), Ian Greene (School of Public Policy and Administration, York University), Lorne Sossin (Faculty of Law, University of Toronto), and Duff Conacher (Democracy Watch). Commission Counsel Giuseppe Battista moderates the discussion, which focuses on the goals of ethics rules, adverse consequences of the regulation of ethics, the definition of “conflicts of interest,” the adequacy of existing rules governing the conduct of politicians both during and after their time in office, useful models for ethics rules in other jurisdictions, and recommended procedures for handling the prime minister’s correspondence.
