Justice France Charbonneau presides over the commission to examine the awarding and management of public contracts in Quebec's construction industry. This public inquiry was established in November 2011 by then Quebec Premier Jean Charest to address allegations of corruption and collusion in Quebec's construction industry and political party financing.

The witnesses for the morning session on February 25, 2013 were Guy Desrosiers (Analyst/Investigator for the Commission) and Robert Marcil (Former Director, Public Works Department
of the City of Montreal).
